Principal
Paul Deol, P. Eng
Paul Deol has over 25 years of experience in delivering civil infrastructure projects in the Lower Mainland and across Western Canada. His expertise includes project management and design for roundabouts, intersections, municipal roads, and utilities, as well as working with third-party agencies for permitting and approvals. Having led multiple successful design build and traditional municipal projects, Paul brings a keen sense of innovation and leadership. He consistently demonstrates his ability to motivate teams, organize and manage subconsultants, engage innovation, and maintain successful client relationships. His high number of repeat clients is evidence of Paul’s successful leadership and management style.
Paul represented both public and private sector clients in managing or sponsoring the development and delivery of small and large-scale infrastructure projects valued between $100K to over $1 billion. He is knowledgeable in Design Build, Progressive Design Build, Early Contractor Involvement (ECI), and MMCD Bid Build contract models.

Project Manager
Manraj Gill, P.Eng
Manraj Gill has over 7 years of municipal engineering experience in managing capital construction, planning and land development projects. Manraj understands project management processes from conceptual planning to project close-out. He has worked as the project manager for municipal construction and land development projects and managed a team of project managers that are responsible for long-term infrastructure planning. Manraj has successfully negotiated civil infrastructure requirements for multi-phased development projects, including interests in land. His strong leadership and communication skills have allowed him to effectively build relationships and manage stakeholders. Manraj has also worked as the municipal representative for major regional and provincial projects.

Civil Designer
Ravi Gill, EIT
Ravi Gill, E.I.T., is a Civil Designer with experience in municipal infrastructure and land development projects throughout the Lower Mainland. He prepares Civil 3D drawing packages, utility layouts, grading plans, and road designs for industrial, residential, commercial, and institutional developments.
Ravi’s experience includes the design of water, sanitary, storm, and roadway infrastructure, as well as stormwater modeling, construction cost estimating, and coordination with subconsultants and approval agencies. He has supported development and servicing agreements for projects with civil infrastructure values of up to $25 million.
Ravi holds a Bachelor of Engineering in Civil Engineering from British Columbia Institute of Technology and brings strong technical skills and attention to detail to every project.

CAD Designer
Jasneet Kaur
Jasneet Kaur is a CAD and GIS Designer with experience supporting municipal infrastructure and transportation projects across the Lower Mainland. She is proficient in Civil 3D and ArcGIS Pro and specializes in preparing utility layouts, grading plans, and engineering drawings for storm, sanitary, water, and roadway projects.
Jasneet has contributed to projects for the City of Delta, City of Burnaby, City of Coquitlam, and Tsawwassen First Nation, supporting base plan development, utility design, cost estimating, and standards updates. Her strong technical skills and attention to detail help ensure projects are delivered efficiently and accurately.
Jasneet holds a Civil/Structural Technician Certificate from Vancouver Community College and is currently completing her Bachelor of Technology in GIS at British Columbia Institute of Technology. She is also a CAPM-certified project professional and Envision Sustainability Professional (ENV SP).

Administrative & Executive Assistant
Katie Turner
Katie Turner is the Administration and Executive Assistant at Catalyst Engineering, where she supports proposal preparation, project budgeting, invoicing, and marketing initiatives. She plays a key role in coordinating high-quality submissions for public and private sector opportunities and helps maintain internal systems that support the firm’s continued growth.
Katie brings a strong background in project coordination, stakeholder engagement, and event planning. Her exceptional organizational skills, attention to detail, and proactive approach help ensure efficient day-to-day operations and successful project delivery.
Katie holds a Diploma in Sport Science - Kinesiology from Douglas College and is proficient in proposal coordination, and financial administration.
